Governor John Carney on Monday signed a revision to the State of Emergency declaration, requiring masks in indoor public settings, including convenience stores, grocery stores, gyms, restaurants, bars, hair salons, malls, and casinos. Masks are not required outdoors or while eating or drinking in restaurants and bars, but otherwise should be worn. Delaware food establishments are fully open at 100% capacity. COVID19-UPDATE - MAY 21, 2021
Governor John Carney on Tuesday signed the 29th modification to the COVID-19 State of Emergency declaration eliminating social distancing requirements and removing Delaware’s mask mandate effective May 21. Delawareans, visitors, and Delaware businesses should follow social distancing and masking guidance for fully vaccinated individuals issued last week by the Centers for Disease Control and Prevention (CDC). Unvaccinated Delawareans should continue to wear masks to reduce their risk of contracting and spreading COVID-19. In the city of Rehoboth masks masks are only mandatory in outdoor spaces when social distancing between households is not possible. Delaware food establishments are fully open at 100% capacity.
COVID19-UPDATE - MARCH 24, 2021
Delaware is in Phase 2 of reopening. Almost all Delaware Beach Area restaurants, shops, accommodations, entertainment and attractions are welcoming guests. Most establishments, including retails stores, restaurants, malls, casinos, personal care, exercise facilities and commercial lodging are limited to a 50 percent capacity. Restaurants must limit parties to 6 guests, max 4 adults in each party and must be from same household. Premises licensed to sell alcohol for consumption on the premise may not permit patrons to stand at a bar, but may open the bar to prepare drinks to be brought to patrons seated at tables and to serve alcohol to patrons seated at the bar. Bar guests are limited to a party of 2 from same household. Delawareans and visitors must wear masks anytime they are indoors with anyone outside of their household. Face coverings are required on boardwalks and required on the beach if social distancing cannot be maintained. Members of different households must remain six (6) feet apart at all times. Delaware Secretary of the Department of Natural Resources and Environmental Control (“DNREC”) is authorized to develop capacity limits for State beaches (including but not limited to Cape Henlopen, Delaware Seashore and Fenwick Island) on the number of vehicles and visitors allowed to enter the parks as well as limits on parking spots. Any vehicle on the beach for the purpose of surf fishing may only be occupied by members of the same household. Vehicles on the beach for this purpose must be at least twenty (20) feet from any other vehicle.

Per delaware.gov, "Governor Carney has announced additional restrictions coupled with a stay at home advisory from now through Jan 11th. Most establishments, including retails stores and restaurants, are limited to a 30 percent capacity. Larger retail over 100k sq feet is limited to 20 percent. 10pm curfew instituted at restaurants and bars. Restaurants can deliver past 10pm. Indoor gatherings at businesses or indoor spaces open to the public must be limited to the lesser of 30 percent of the venue’s stated fire capacity, or 10 people. Delawareans and visitors must wear masks anytime they are indoors with anyone outside of their household. Face coverings are required on boardwalks and required on the beach if social distancing cannot be maintained. Members of different households must remain six (6) feet apart at all times. The out-of-state self quarantine has ended and those traveling to Delaware from out of state no longer need to self quarantine for 14 days upon arrival. Beaches are OPEN, including the boardwalk in downtown Rehoboth Beach and Bethany Beach. Restaurant dining indoors is limited to 30% capacity, with allowances for additional outdoor seating. Bar seating is open to parties not exceeding two people. There has been some conflicting data reported, but visitrehoboth.com can assure you that face masks are NOT required on Delaware beaches unless social distancing can't be maintained. While visiting a business, indoor or outdoor space open to the public, including the boardwalks, individuals, with some exceptions, are required to wear a face covering. Please wear a mask to enter any establishment to receive service and maintain a distance of 6 feet or more a part from anybody not in your household.

Almost all restaurants, shops and entertainment attractions, including the waterparks and amusement, are open with restrictions. Please wear a mask to enter these establishments to receive service. COVID19-UPDATE - June 2nd 2020
Phase 2 of Delaware’s economic reopening will begin at 8:00 a.m. on Monday, June 15. Retail establishments, restaurants and other businesses that were permitted to open at 30 percent of stated fire capacity in Phase 1 may expand to 60 percent of stated fire occupancy in Phase 2.
Child care facilities will be allowed to open for all Delaware families during Phase 2, with restrictions on group sizes and additional social distancing and cleaning protocols. The Delaware Division of Public Health (DPH) continues to encourage Delawareans to telework during Phase 2 of the economic reopening. Delaware families who can keep their children at home during Phase 2 of the reopening are encouraged to do so, to help limit group sizes and prevent transmission of COVID-19, according to public health guidance. He also announced a rolling reopening of personal care service businesses – including tattoo shops and massage therapy services. Personal care businesses may open at 30 percent of stated fire occupancy at 8:00 a.m. on Monday, June 8. Personal care service businesses and exercise facilities will remain at 30 percent of stated fire occupancy in Phase 2.
